In Mexico, few of the latter earn anywhere near a decent income and they have to supplement it by taking money under the table. No one could survive if they played by the rules. The bigger problem for local cops is that it's all too easy to find out where they live and who their families are, and the drug lords have no problem with torturing and murdering their families, they do it all the time.
