Wrong,Wrong,Wrong, Every last person involved needs to be Indicted by MEXICO then ETRADITED to Mexico for their Punishment. If Mexico were to Formally issue Indictments against these Public Servants, the US is Bound by TREATY to Hand them Over.

BTW, this is not a lazy request. I've made a pretty fair effort over the years to be aware of extra-Constitutional treaty provisions and had not heard that any included the power to indict an officer of the US government.

It seems to me to be pretty far fetched, especially considering the lengths to which GWB went to "unsign" the ICC Treaty. So I am not asking for a simple citation (such as the name of the treaty) but the specific section and any examples you may have of it being enforced.
