Perhaps each state should buy property in D.C. that they're representatives would live in. Making them a little beholden to the people they claim to represent maybe a little embassy type of thing with the States providing staff and such. And being within walking distance of the capitol would help out too.

Harry Reid has a long term lease on a rather palatial set up in a nearby hotel. He's had it for years.
He only goes to Nevada for a couple of campaign speeches.
