What kind of people is Lockyer supervising? I know Contra Costa is in The Gay Bay Area. What hope is there of them electing someone who is even remotely sane?

Lockyer is in Alameda County, not Contra Costa. Alameda is home to Berkeley and Oakland. So the answer to your last question is absolutely none.
