At some point it is no longer possible to depend on deterrence. At that point you are better off keeping your capabilities concealed and striking by surprise. What few sane people are left in Egypt already know about the dam's vulnerability. The crazies won't be deterred. So just stay quiet and refine the targeting solutions on the missiles and plot the location of the Egyptian's antimissile batteries.
