Better put to say that we have so many laws criminalizing everything, that the Feds can always find something to use when the "right person" needs to be taken out.
Luckily for theses schools, they stay in line and do the Feds bidding, so they don't have anything to worry about.

Obama and Holder have publicly stated they will selectively enforce the law. The rule of law in this country has become political. There are so many laws in existence a government can easily find one with which to crush any individual citizen. By selectively choosing which laws to enforce and which not with respect to individuals, the government can keep its citizens in line and reward its supporters. The phrase, “Equal Justice Under Law” is meaningless.
