What I want to know is who helped him out.
Where did he live? Where did he work?
How did he pay his way in the world?
Who supported him, if he didn't work, all of these years?

What the hell is up with the visa department that they can't even track down a 16 year old foreigner when he overstays his visa?

Should've put an ankle tracker on him in my opinion.
He's a visitor, not a Citizen.

Probably worked the convenience store circuit (they move ‘their people/workers’ around all the time) He looked to be always ‘bumping into’ the law yet nothing was done.
