The things he refers to are available to all Americans. However, only those who get off their asses and do something with their lives are the ones with whom he has a problem.
Two percent is not enough to register a blip on a written test. It's certainly no where near passing. Furthermore, that two percent is nearly by accident. It's like he heard the Newton quote once. I give the 2% for the truth in the Newton quote, however malformed it is.
The other 98%, the part he's wrong, is because he attributes the Newton quote ("If I have seen further it is by standing on the shoulders of giants") to government, not to the achievements of other historial humans.
