...they would have needed to make a head shot with a short barreled handgun. My theory has always been that if he is moving fast, wait for him to stop before shooting. If he’s moving very slow, take a face shot - you will probably miss the brain, but very few people remain calm after a face shot.
Body armor is getting more common with weirdo freaks, let alone terrorist types.
The legs would at least limit his mobility.
