More than half of Californians say they know nothing about landmark global-warming law

California's landmark global-warming bill was a white-hot topic in the 2010 governor's race and remains former Gov. Arnold Schwarzenegger's signature environmental achievement.

But as the state prepares to unroll the law's cap-and-trade program in November with the first state auctions of emissions permits, a new poll finds that 57 percent of Californians say they have never heard anything about the program.

The statewide poll by the Public Policy Institute of California further found that 30 percent of respondents said they had heard "a little," while just 12 percent said they had heard "a lot."

"Cap-and-trade is a very complicated issue to the average Californian," said Mark Baldassare, president and CEO of the PPIC. "It's not something that has been at the center of attention for them. Connecting the dots between cap-and-trade and global warming continues to be a challenge for policy makers."

The cap-and-trade program sets lower limits on companies' greenhouse gas emissions and allows those who emit less than their cap to sell permits to those who exceed their limits.

Most voters are clueless in California as they stumble to the voting both, cast votes for so much hot air and hollow promises election after election.

Meanwhile,, the Earth recycles itself as it has done for eons.. and could care less what a few puny humans think is best for it and its current set of inhabitants.

Less than two years after leaving office, former California Gov. Arnold Schwarzenegger, is pumping up his political and academic profile — and will head the Schwarzenegger Institute for State and Global Policy at the University of Southern California, a new think tank to advance “post-partisan” politics.

The Republican former governor told The Chronicle that he’ll formally announce the establishment of the partnership Thursday at USC, where his Institute will be housed in the Sol Price School of Public Policy.

Schwarzenegger will chair the Institute’s Board of Advisors, and he has also been appointed the inaugural Governor Downey Professor of State and Global Policy at USC, a post in honor of the first immigrant California governor — who was also a co-founder of the university.

“I always said that after I left office, I would continue to stay involved in certain issues, to be involved in something that has had an affect on people,” Schwarzenegger said Wednesday in an interview with the Chronicle. “This is what it is about: post-partisanship and the regional approach to issues…(that’s) one of the very important things we learned in California.”

This is why it doesn’t pay to vote for the Establishment Republican. Arnie was the chosen pick of Karl Rove and company. He was known to be unreliable on matters of life and marriage, but was thought to be fiscally conservative. Hah. He started out with a huge bond issue, did nothing to cut spending, and came up with stuff like this. By the time he was through, he proved to be worse than Gray Davis. And he gave the state Jerry Brown Redux as his parting gift.

Much the same if we vote for Mitt Romney, I’m afraid. He will be almost as bad as the current gay, baby-killing country destroyer, and he will do such a bad job that the voters will eagerly put another Communist Democrat into office after he’s through wrecking things even further.

This Cap and Trade and waivers will be the ultimate way the politicians will control all business in CA. It will have a huge impact and generate even more money for the political class. Any business which uses power needs to leave the State to remain competitive..or be prepared to pay the politicians to give you a waiver.

If I were the elites, I wouldn't bother counting the votes of such deep thinkers, either. Just sponsor a couple of hapless stooges who will take your orders and look pretty on TV in exchange for a promised Saudi retirement account.

Post-partisan??!! There's two parties now and the Statist Tyranny Lite party can barely keep the Full Steam Ahead Statist Tyranny party sort of in check. How bad would it be with one United Statist party and no opposition?
