Comes from poor training. Seems in some cities anyone can slip through the police academy these days regardless of how poorly qualified they are.
It’s not what you know but who you know. You can have the IQ of a gnat and still get a city or county job if you know the right people. That doesn’t have any effect on the quality of the product or service though ( /sarc)
