Brilliantly stated bluecat6! Your question defines the meaning of Natural Born Citizenship by illustrating that it is the parent's status that counts. Jarrett's parents were American, therefore she is American --- though not NBC as she wasn't born on American soil IIRC.

Ergo, if Obama's father was Kenyan (or British, at the time) then Obama is at least a dual citizen and certainly not an NBC.
