What a lot of conservatives do not realize (to their and our great detriment) is that some people have chosen evil and HAVE NO SENSE OF GOOD WILL! NONE! The utopian/atheist view is that all people are born GOOD and it's only the Evil System that made them Bad. And that if Bad people are treated nicely (with compromise and weakness...) they will naturally come around.
Unfortunatey, (Or not) this is just not true.
Mercy to the cruel is cruelty to the innocent. Or as is said in Bengali, feed a cobra with milk [which apparently they like] and one day the cobra will bite the one who pours his dish of milk, after he's built up his store of poison.
