Even if it wasn't a bow I want to know why our ambassador is going anywhere near that particular statue. Is there some relationship between the US and this former leader or not? It's one thing for a diplomat to pay some customary respect for a live counterpart or at a funeral ...but years after the guy's death you go out of your way to do it and bring a wreath [assuming that thing at the base was brought by him.]? Is that really neccessary to kiss up to the deceased brother with a public show?

I don't know if that's a "bow" or not but I suspect it is since there's no dog crap around there he could have stepped in. Clearly he is demonstrating respect for the site because he isn't just walking past it- he paused there and is centered in directly in front of it. If that was the statue of some low-ranking unknown soldier or the country's noblest saint I'd overlook it but the statue is of a deceased dictator who was a member of the KGB, and the KGB was a foreign empire/government's force imposed on Azerbajan without a vote, not an indigenous Azerbajani service.

On the other hand, since the US has a habit of appointing political donors and brown-nosers rather than statemen as ambassadors, sometimes not even picking people who know the language, it could be he didn't know better. Knowing the liberals, he could be standing there with his feet spread and head bowed simply because he is admiring his own reflection. ;-)
