Bet if you look closely enough, you'll find an interlock manufacturer or installer has made some campaign contributions to certain state legislators, and whoever appoints judges in New Mexico.
Just a hunch.
Not only New Mexico. The case I described in my post (above) was in Oregon, and I think it is near universal. But there is money to be followed, no doubt.
