I don't believe the Iranian language has the capacity to articulate;

I have difficulty with the text as quoted. This is paraphrased:

infringe upon human freedom, and allow sacrilege to human beliefs and sanctities. Criticize posing questions or investigating into history.

Farsi Rough Equivalent:

تجاوز بر آزادی انسان، و اجازه توهین به مقدسات به اعتقادات و مقدسات انسانی.انتقاد طرح سوالات یا تحقیق در تاریخ است.

Not a perfect translation, but close.
