Who says the banks have to accept a library card as valid ID? Is there a photo on the library card?
The answer to most of this stupid stuff is for legal citizens to overwhelm the stupid ‘system’ they put in place. Legal Los Angeles residents should use their library cards to open accounts, etc. If the banks had enough people doing it they would stop since it would essentially be a loser and a free for all.
