Some Freepers have a plausible explanation for this, BUT, I’m only seeing the explanation on THIS SITE. The ELECTIONS HEAD has said nothing other than her first interview (and apparently her last for now), that she had NO IDEA why the report read that on the first two pages of a 150 page report.

No statement on their County Elections site explaining, no statement from the Elections Director. That is what is causing the confusion. I appreciate some Freeps coming forward with a plausible explanation, but why not officials?

because they like watching their critics make fools of themselves and too many are obliging them.

That's only because you're not looking hard enough. The County BoE data clearly demonstrates that this explanation is correct - if you look at the number of votes cast in any given race, compared to the number of registered voters, you'll see that the voter turnout is ~70%, not ~140%. Moreover, the State Board of Elections site, which lists turnout for each county, shows that turnout in St. Lucie County was ~70%, not ~140%.
