The USAID spokesman also said that the agency terminated the solicitation Gomer had allegedly tailor-made for Ostermeyer when the agency learned of it.

USAID reassigned Gomer to a new post on Aug. 20, and she resigned from USAID on Jan. 13, Bazbaz said. The former general counsel’s last day with the agency will be Feb. 9, the spokesman said.

The bit I know is that USAID doles out significant piles of money to people who are supposed to spend it on certain things and not others. They hire companies to audit the expenditures. Those companies hire accountants who are not very talented. Those accountants make competitive salaries, but get very high bonuses when “things go well”.

The interference isn’t usual. Quid pro quo is normal in government. What’s unusual is that it was found out and acted upon and that we know about it.
