Back in the Cold War we rigged a bunch of telecom equipment sold to Poland so that in the event of war, it could be disabled and would have cut the Warsaw Pact com lines running through Poland. The vast majority of the transferred MAPADS were Soviet Block derivatives, not Stinger, et. al.
Soviet Bloc gear is generally constructed with a mind for extreme reliability, which means they are less sophisticated and built with peasants or farmers in mind and so at this level do not have P.A.L.’s, etc.
By contrast usually with Stinger the (very hard to get) battery expires, and the solid fuel will naturally degrade. Probably by now there are additional, new (e.g. electronic) PAL’s they’re using.
