About the reward....I would say that Dorner has been apprehended, tried and convicted by his peers, thanks to the two folks he tied up and who phoned in the tip. What the reward conditions didn’t say was that he had to be alive.
"Alive" is implied, and a necessary condition of "arrest" and of "conviction."
