Buying an aircraft carrier and owning an aircraft carrier is not doing air missions from an aircraft carrier. The carrier must work, the planes must work, and the pilots must be selected and trained and trained regularly. It takes real guts to land on a carrier in broad daylight and even more nerve to make a night landing on the carrier.
In 5 or 6 years, it may be combat ready.

Indian already has a carrier and pilots who can land on it. This upgrades their capability and actually puts them ahead of China.
