This doesn’t sound like hunting to me, it sounds like an encounter with a deer in a parking lot. Were the conditions dangerous to take the shot— what was beyond the target? Was there a potential risk to others if the deer were allowed to remain in the parking lot— or go into a nearby road and risk injury and property damage to others?
I wouldn’t write this guy off just yet.
