I'm not too sure what the university could do with that information. Commit him? Not likely. Send him to jail? He hadn't committed a crime.

Sounds like looking for scapegoats to me. May a thousand lawsuits bloom.

Wait a minute here...A head psychiatrist on a major university campus call the university cops and tells them of these threats and intimidation and nothing is done?

Days later the same guy blows away a dozen people and injures dozens of others?

It begs the question:

If the University is paying hundreds of thousands for a psychiatry department and having top end psychiatrist on site ...What is the point if nothing is done or followed up?
