And there are better frequencies, like VLF for subs, That is why I suspected the transmission was not directed to subs. Why would they transmit to subs on a SW freq?
However, I can still imagine agents receiving instructions via numeric codes on SW freqs. I have a copy of Passport to Worldband Radio 2009 that shows how N. Korean agents receive instructions this way. Also, I have heard numeric codes in plain voice (Spanish) on SW freqs before.
Of course the actual, intended recipient is speculation on my part.

So called "number stations," for the most part, were used primarily as a distraction, sending gibberish to overload decoding branches in the old days. They were particularly active out of Cuba, and they also commonly operated on side bands of regular broadcasters.
Not saying "nothing to see hear," mind you. Just sayin'
Actually, this feed looks a little infantile.

Not at all surprised.
NSA has always been light years ahead of other agencies as far as technical methods are concerned. Not New.
I remember when I first read the Puzzle Palace. That was interesting.
Became a history student after reading Anthony Brown’s “The Bodyguard of Lies”. (1976) Amazing stuff. Studied WWII sig/intel history for 9 years after that before I tired of that subject.
I think another good sig book I read was “Deep Black” (might not be the exact title). It has been a while. There were others. Some I still have and others I loaned out and never got back. Happens often.
The advent of the Keyhole satellites really enabled that trade.

We have listening devices set up to listen to resonate frequencies made by ALL ships including subs.
