You certainly make a good point. It is my understanding, though, that the people of Montana are (or used to be) on the conservative side. It would make sense that this would be a good place for the conservatives to try to get a good, well-funding operation going.
The Senate campaign committee has been atrocious the past two cycles. Needs a house cleaning. I recall in 2010 that the Governor campaign committee for the party pretty much carried the races they were involved in, including support for some of the winning Senate campaigns. The Senate campaign arm needs to be replaced. They are too busy supporting losers like Dewhurst and Crist in primaries to be bothered with fixing their losing ways, though.
