I think the church is trying to walk a rather silly tightrope.

Either allow gays or don’t. In this case, since it’s a church, it would be don’t.

Don’t have a policy that pretends.
Don’t have a policy that looks the other way as long as there isn’t any mention of the person being gay.
Don’t say “You can work here, as long as we don’t know you’re gay.” Etc.

Those policies just create these situations where eventually you have to deal with something that you should have dealt with long ago.

So, you're suggesting that the church ask every job candidate directly whether they are gay or not? Come to think of it, not a bad idea. They could do it on the job application form.
