How would an average person, be able to get their hands on a chemical like this?

Do the have access to a us biological weapons lab?

Ricin is made from castor beans, which are very easy to grow, especially in the south, and perfectly legal. People sometimes use the beans to poison varmints. You can make ricin in your house, no lab neccessary.

The plants are very beautiful and swift-growing to boot. Castor beans are grown commercially for making castor oil. The waste product from that process can be used to make the poison ricin, and is probably easier to process that growing and processing your own beans in large enough quantities to do whatever nasty thing you want it for.

Our troops found huge quantities of this "waste" material at an Iraqi processing site.
