After prayer, the next step toward restoration of our Framer's vision must be repeal of the 17th Amendment.

The impasse Franklin spoke of was representation in the Senate. Were the States to be proportionally represented by population or two each? There was no question the States would participate and provide a vertical separation of powers just as important as the horizontal separation of judicial, legislative and executive.

Popular election of Senators was never seriously considered; it was certain to lead to an all powerful, consolidated government.

Until gerrymandering is outlawed, neither approach will resolve anything.
