Most likely it _was_ Jarrett. However, she has no official, elected status and functions only as a shadow regent. Any official order must have been done in zer0’s name. zer0 must take any responsibility for her actions or he would have to publicly admit that he has delegated authority to a political operative with no Constitutional validity.
IMO, that would be far more politically damaging to him than simply accepting responsibility for incompetence.

I totally agree, I think Valarie Jarret made all these decisions. We keep blaming Obama ... He is a figurehead that reads a TelePrompTer to communicate THEIR ideas to the low info voters. My money is on Jarrett while Obama slept through it.
