Tom Carper wants to send text messages to those who overstay their visas. Now there’s a brilliant idea. Of course, we’ll need to spend $10 billion a year for text message senders, data analysts, buy 1 billion rounds of 9 mm HP ammo, set up a database, etc. That amount will go up 10 %/year, of course.
