This is a poorly sourced opinion piece. I already did the research into the eligibility of employees in confidential or management jobs in the government to be members of unions ~ with union representation.

So far not a single person identified or referred to directly or direction in this particular scandal was eligible for full union membership!

There's a federal law covering that question.

When I read & heard of Miller's departure and the timing of his tenure as Acting Commissioner, at first I figured he was the scrapegoat & may not have even deserved it.

However, after a little more research, and then seeing his testimony before Congress, I'd say that the attitude he displayed before the Committee is all that is needed to see that he is far from hapless, and needs to be tossed along with a lot of other people.
