I though DOJ had already explained that they had to keep the warrant secret because it involved not only past communications but also potentially years of future communications. Why would the notify Fox?

That’s my recollection as well. They got a judge to allow them to withhold the normal notification.

If so then there’s no story here. If not then it’s a big deal.

It was a "Top Secret" notification. They weren't allowed to tell Fox about it.
