I’ve thought the same thing as Donald for a very, very long time.
My suspicion was based on the fact that since Obama is able to declare martial law .. and should we have a major attack - especially if it’s in more than one city .. it would present the perfect opportunity to exert power.

Rummy is an old school pol who uses the oblique attack akin to a boning blade statement to make his point. The problem with this in this day and age it doesn’t seem strong enough now one needs to use a butcher knife, chopping blade, to dismember the octopus.
