The longer the cycle, and the transition between stages, the more likely it is that drivers will go through late. The long cycles help lead to increased red light running.

The Brits have a solution, web search for “burning gatso”. They take a bike tire with some gasoline in it, light it, and use a stick to put it up on the camera. End of camera.

Then why does increasing the length of the yellow by one second decrease ticket revenue by 90%?

According to you, it should lead to MORE revenue.
