Snopes isn’t the most reliable site, but they have this one essentially correct. EMERCOM are not combat troops, they are paramedics, firefighters, disaster responders, etc, and the agreement was just a cooperative training agreement, the likes of which have been going on for years. WND and other unscrupulous sites just decided to hype it because they know paranoid people will eat it up.
