They had their script and they’re sticking to it. Like TARP, the new gun-control legislation in February, the proposed amnesty legislation, and Obamacare, senators and congressmen don’t write these things any more. Pressure groups and insiders have been working on them for years just waiting for the right climate and a triggering (ha ha) event to bring them out.
