Insurance will not be paying for this, taxpayers will.
Most large cities are their own insurance company. When we did claims or law suits against many cities, it was always the city we were dealing with, not your average insurance company, which MEANS, the local citizens PAY the stinking money to the claimant when they win, not an insurance company.
