Chicago police use 'heat list' as strategy to prevent violence (Data Analysis)
http://articles.chicagotribune.com ^ | August 21, 2013 | Jeremy Gorner

Snip With the help of mathematical analysis, Chicago police hope to home in on people it believes are most at risk of shooting someone or being shot themselves. The strategy calls for warning those on the heat list individually that further criminal activity, even for the most petty offenses, will result in the full force of the law being brought down on them. At the same time, police extend them an olive branch of sorts, an offer of help obtaining a job or of social services.

At least one criminologist said the department will have to take a long-term approach if it hopes to be successful with people who could be so deeply embedded in gang or criminal life that the threat of death or jail might not deter them.

The effort, funded by a federal grant from the National Institute of Justice, is formally known as Two Degrees of Association — an acknowledgment of the importance of the interconnections among those involved in crime.

snip "What we're trying to figure out now is how does that data inform what happens in the future," said Debra Kirby, chief of the department's bureau of organizational development, who visited some Austin homes of people on the list. "What happened yesterday may not be what happens tomorrow."

Sounds like it will also be used
to get MURDERERS and RAPISTS
working for the Obama Tyranny.

More “Officers” of the Tyrant
to do his work against Americans
from coast to coast.

Americans have no more trust in the undocumented
liar and his criminals at the DO”J”.

"Chicago police hope to home in on people it believes are most at risk of shooting someone or being shot themselves."

It's important to keep in mind that the people "most at risk of shooting someone or being shot themselves" are the same people.

Trickle down theft.

The Democrat party is a criminal enterprise

It will be a great day when the tumbrels start to roll citizen. Why did it take Robespierre so long?

Reminds us of Minority report
http://www.imdb.com/title/tt0181689/

“The left wants more youth to commit crime.”

It seems so, but was thinking more along the lines of “selective justice” (you know - the Holder kind).

I doubt that they will find many of these feral youths at home to talk to them, let alone ‘consul’ them.

Ah yes, the 'Heat List'. Crime fighting 'strategy #201', courtesy of CPD Supt Garry -- It's Monday, so here's our new strategy' -- McCompStat.

Unfortunately the Heat List has went the way of; Rookies walking a beat in da hood, Snitch Boxes, Twitter Tips, T-Rex, the Dodo bird, and McJersey blowing through 66% of Copper's OT money on VRI before the temp even hit 80 and violent crime really gets going in da hood.

McStreetLights dreams this cr*p up on Sunday nights when he's at the end of his weekend booze binge. He scribbles them down on the cocktail napkins of his favorite 'Viagra Triangle' gin mill, and announces them at his weekly Monday Morning Press -- and pander to Minority -- Conference.

(hey Rahm, drunk and armed is no way to run a police dept)

Oh, now the Chicago cops will be social workers, also.

Or will they be community organizers like Rahm's former boss?

Actually, where this technique has been tried (NYC among other places), it works very well at reducing crime, especially violent crime.

Most crime is committed by a very small percent of the population. You target that group, take as many of them as possible off the street for what ever cause that you can, and crime goes down.

That’s what Bratton did in NYC in the 1990’s. (Guiliani took credit for it)

You miss the point.

The point of the grant was not to tame feral youths, the point was to pay the faithful who are coming off a job funded by a previous spent grant.

The Democrat Party is a criminal enterprise.

I agree with you bert, the Democrat Party is nothing more than a money laundering arrangement.

I was making an observation about the mechanics of the program as it was described. In reality, the people hired are going to be afraid to go into the areas. Those areas simply need a good cleaning out with large amounts of lead.
