BRET BAIER: Charles, to hear the president make this case, and this is really the first time we've heard him make it, it is an interesting way he's phrasing it.
CHARLES KRAUTHAMMER: I was surprised by the phrase 'shot across the bow.' When you shoot across the bow of an enemy ship, you are telling it to stop or we will sink you with the next round. When Obama says we're doing a shot across the bow, but then we're going to go home, this will stop, it will be limited, three days, we don't want an Iraq war.
So it has none of the effect of a shot across the bow. It is simply a way to assuage the conscience of a president and a lot of people in the West without achieving anything. And Jonah is right, the reluctance of this president in trying to make the case is simply staggering. It reminds me of the same reluctance that you heard when he gave the announcement in December of 2009 about the surge in Afghanistan.
In one sentence, he declares the tripling of troops, in the next sentence says we're going to be out in 2014. So he's announced that we're leaving as he announced that we're going in. Everybody in the region, enemy or friend, understood that he didn't want to do this. He's announcing that it's going to be a three day deal, and we're going home no matter what. What is the message there? Unseriousness.

He’s already telegraphed his intentions; if Assad is smart (and undoubtedly he is, or at least smarter than Obama) he’s long since hidden or otherwise protected any assets that we could destroy to punish him.
