We've "allowed" it to happen previously, and hell, we've used them ourselves. Who are we to proclaim that others cannot use WMD's? If the international community deplores the use of such weapons and demands that someone stop or prevent others from using them, then the international community needs to step up and perform such a task as a whole, including using the military forces of India, China and Russia instead of depending on the usual participants.
