There may be merit to that idea. It is big enough to matter, not so big as to be a real problem in population loss. Prevailing winds are out to sea so no large footprint. It is a seaport, so they could claim it was brought in that way not up from mexico, no major push to close that border. As far as I know there are no vital national treasures there. If you were going to pick a place for that kind of thing, it has a lot going for it. But foreshadowing it so openly would be too obvious, right? So far they have gotten away with a lot. Mostly because too many Americans are kind of stupid and pay no attention to what is going on.
However, I think if a stunt like this were to happen, the government will get caught. Mainly because of all the NSA and Homeland Security snooping, the people will at least, declare them incompetent and seek to punish. After the chaos, obviously. This would not be a win win situation.
