I thought Nixon created the EPA with an Executive Order? A simple Congressional override of the EO would do it, and a Libertarian minded President could just EO it away. As I understand it.

Exactly. If the EPA is going to make new laws and assume a governing position then We The People should be allowed to elect and/or the leadership of the EPA.
