The Capitol Police department has not yet granted the request, nor given approval for them to use their own paid time off.

8:00 (12:00 GMT): Aaron Alexis parks car in a multi-storey car park opposite Navy Yard and enters Building 197 using security pass. He moves to a fourth-floor bathroom and removes a shotgun from a bag. 8:15: Alexis leaves bathroom and begins shooting people at random in hallways and offices. 8:20: Reports surface of active shooter at Navy Yard. 8:36: A Capitol Police Cert team arrives at Navy Yard and is asked by a Metropolitan Police officer to join the search for the gunman. They are instructed by a supervisor to leave the scene. 8:50: Armed police arrive and engage Alexis, according to FBI Director James Comey. All 12 victims are believed to be already dead or dying. Running-battle with police ends in Alexis' death.
Who is the “supervisor” that told the CERT unit to leave?

It sounds like somebody(?) didn't want Alexis to be stopped too soon. Maybe a zero or low body count would not adequately promote their political agenda?

When it gets dangerous they need to withdraw, regroup, and wait. Then send in the robots.

Why “gunman Aaron Alexis”? Why not “nutcase Aaron Alexis” or even “Obama supporter Aaron Alexis”?
I might not have all the details right here. But awhile back I read a story about a campus police officer who heard on his radio that a municipal police officer adjacent to the campus was involved in a shootout and needed help.
The campus cop responded. He was the closest armed law enforcement officer at the time, and he felt it was the right thing to do.
Anyway, the campus cop was disciplined by his superiors because the college was less protected in his absence.
I wonder if the same thing is going on here. The CERT team is evidently a Capitol Police unit. And the Capitol needs to have a SWAT team available at all times, dontcha know.

That's probably it. But it's still not an excuse, at least on the moral level. I'm sure the Capitol Police still had plenty of officers on duty even with their SWAT team deployed.
I think this is a case of a commander not willing to take a risk with his career. Better a few people get shot than risk an official reprimand.
Sounds like all of those victims need to be investigated to make sure they weren’t taken out. I hate being conspiracy minded, but this administration is so blatantly outrageous.

Their called “Mutual Aid Agreements” whereby the agency in need can call in for additional support from neighboring agencies. This is kind of a check and balance to keep LEOs and FF’s from doing their own thing across agency lines so the bookkeepers can track them and bill out their time accordingly.
Unfortunately commonsense is no longer practiced or encouraged in our society when it comes to situations like you described.
I’m going with the simple answer....the Capitol Police command decided that it was more important to have the CERT available for the protection of Senators and Congressmen even if that meant that “the little people” would have to suffer the consequences. It’s pretty much the same mentality we saw in Benghazi so it stands to reason that it exists here as well.
I remember the SWAT team at Columbine rubbing their butts against the outside of the school until Harris and Klebold put an end to their own rampage. Someone must have ordered them not to do their jobs. The bigger the body count, the higher the emotions run and the easier it becomes to manipulate the masses.
