This is a TOTALY FAILED DESIGN FROM CONCEPTION!!!
The REQUIREMENTS WERE NEVER DEFINED.
Because the internal inconsistencies of the law were never resolved, it was never possible to develop a compatible set of requirements.
Thus, NO DESIGN SOLUTION WAS POSSIBLE!!!
It didn’t take a genius to see this thing wasn’t going to work. Anybody who has been in IT for a number of years and has an inkling of how complex Obamacare is, knows you can’t cobble together a system of systems like this and roll it out in one big bang. And the security aspects of it will be the mother-of-all nightmares.
They should have a disclaimer on who developed the website.

IMHO...
There are too many regulations in the law for even the computer to cope with. The computer itself can’t navigate the garbage dumped into it.
This is such an easy fix… have Great Oz Messiah BO come and lay hands upon the server… and he shall speak a few incantations (they will be on the teleprompter of course)... all then shall be healed! Well worth a try I suppose. If not, have the media blame it on EEEVEEEL GOP’s anarchists arsonists hostage taker terrorists saboteurs!
This system will never be ready for prime time. Could be the true-believing underlings are working their butts off, but unfortunately for them (and us), Obama Inc. never intended for it to succeed. Obama's plan is crash and burn and replace with pure single payer Marxism.

The admin was warned repeatedly over the last three years that what happened would happen. The admin folks are oooooh sooooo smart that they said NOPE we got it covered.
