Perhaps if they arrested someone they would need to justify their own closure of the memorials. If the park service just made up a law that did not exist and closed the memorials just to “make it hurt” perhaps it would be the park service in trouble? If I were a defense lawyer (I am not a lawyer) it would be something I might explore....

This, I hope. We must be vigilant of delayed retribution on participants. Fortunately, arrest would mean standing to demand chain of authority, which would prove embarrassing.
