What does this even mean? Congress can’t subpoena “trusted campaign tech experts”? What law/rule is that?

They can, but the trusted experts can be counted on to lie, cover up, and totally snow Congress. When it's all over, Congress would praise them for their cooperation and commend their efforts to put together a complex system, the likes of which the universe has never seen.
