They ain’t. And the reason why is real easy to figure out.
They will just report the totality of numbers anyway without separating them out.....# of regular enrollees, # of subsidized enrollees, # of new Medicaid enrollees.
That’s what they did in Kentucky when Obama called to congratulate the governor on 32k enrollees.....cept 82% of them were new Medicaid.
The numbers will be indecipherable.

When they do release figures, it will only include people added to Medicaid and those VERY heavily subsidized. Then they send the IRS after the hard-working taxpayers to get them to pitch in...
