Good point. The whole rationale is universal health care for all. So if you choose to pay the penalty and forego coverage, then get ill, seems like they still have to treat you. If they don’t, their whole purpose is a sham.

Originally, the only time people could enroll was during a set time (Oct. 1, 2013 - March 31, 2014). That enrollment time is going to be even shorter in the following years.
But with the website problems, the enrollment time is being extended temporarily, I think, at least for this first phase. Then in following years it will drop to only a time from Oct. to Dec. will people be able to enroll to get coverage (which would get them coverage beginning the next month, January).
From what I’ve read, there will be some exceptions...like if someone loses a job and doesn’t have insurance, they will be allowed to enroll during any month of the year. Also, some other life “change” events will qualify.
But according to those articles, it doesn’t sound like people can wait until they are sick and then just suddenly enroll in a plan. I may be wrong, so I hope someone will correct me if so. I’ve done some reading on it but sure don’t know all the facts.
And if enough Americans really get upset, the whole Obamacare thing could get stopped in its tracks anyway.
