Well, it actually operated, so we know Amtrak wasnt involved. If it has been in Massachusetts it would be 12 years behind schedule and $3 billion over budget.

Well, the DEA collects the tolls, one way or another. An elaborate tunnel like this was probably ‘discovered’ because someone didn’t pay their fee to their government overlords.
